Each search engine has its own rules. The funny thing about it is that their rules are not public! Webmaster experience and discussion is used to figure out the rules and how they determine acceptance or rejection of listings and ranking. Its one of the few games where only the gamemaster knows the rules. They also change the rules from time to time. Google has its own rules, Yahoo/Overture, MSN and just about all others have their own rules.

Some internet rules and guidelines have absolute definitions, while others are more ambiguous, and as the web changes - and that can be on any day - so may the rules change!
